Project Summary:

ATM assisted Florida Waterway Properties, LLC with all environmental permitting issues for the proposed 700-acre Palm Coast Plantation Subdivision(s). Each phase of the project involved extensive coordination with regulating agencies, including the U.S. Army Corps of Engineers, the St. Johns River Water Management District, the Florida Fish and Wildlife Conservation Commission, and the U.S. Fish and Wildlife Service.

ATM provided wetland flagging and delineation, agency coordination, and field data - coupled with the United States Army Corps of Engineers data sheets - for justification of the wetland lines to both the Corps and the St. Johns River Water Management District (SJRWMD). ATM also designed wetland mitigation areas to satisfy Flagler County Development Review criteria, and developed vegetated natural buffers to minimize wetland impacts (as per the guidelines set forth by the SJRWMD).

For each phase of development, a Threatened and Endangered (T&E) species evaluation was performed, and the findings were submitted for the Environmental Resources Permit (ERP) application and for review by associated state and federal regulatory agencies. As a result of the findings of the T&E studies, ATM developed and permitted a bald eagle protection and management plan with monitoring guidelines to protect an eagle and nest residing on the property from nearby construction and future lot owners. This plan was developed in conjunction with the Florida Fish and Wildlife Conservation Commission (FFWCC) and the United States Fish and Wildlife Service (USFWS).

ATM also coordinated the environmental response on behalf of the site's civil engineer for requests from the SJRWMD and the USACE for additional information regarding the environmental aspects of the joint ERP process.
