Since 1984 ATM engineers and
scientists have worked with hotel/resort developers and public agencies
to complete Environmental Assessments and Environmental Impact
Assessments (EIA) and to solve complex environmental and development
issues. We have provided EIA services for clients in the Caribbean as
well as throughout the United States, Latin America, Mexico, and the
Middle East.
These
EIAs provide comprehensive environmental assessments that meet both
internationally recognized World Bank guidelines, as well as any
additional country-specific requirements. ATM personnel includes a
diverse group of experienced engineers and field scientists who can
quickly and efficiently compile comprehensive site assessments for
subsequent use in conceptual master planning, impact analysis, and
mitigation development.
Beyond assessing impacts of a proposed development project the EIA
process often requires a developer to offset anticipated environmental
impacts through mitigation. Our mitigation plans are designed to provide
long-term, ecologically-balanced alternatives to avoid, minimize, and
monitor the potential impacts of a proposed development.
From early environmental planning support of master plan development,
through the EIA process, to mitigation planning and implementation, ATM
provides the regulatory, scientific, and technical strategies needed for
the success of sustainable development projects worldwide.

ENVIRONMENTAL
IMPACT ASSESSMENTS (EIA) |
ATM has become a leader in
completing Environmental Impact Assessments for premier resort
facilities and waterfront developments internationally. ATM has
helped developers through the EIA process in pursuing projects in
emerging countries where the EIA often serves as the major
permitting vehicle. With a staff of professionals with a combination
of expertise in environmental planning, ecological valuation, and
coastal engineering ATM has been able to complete EIAs in a way
that recognizes the developers goals and identifies the impact areas
where mitigation can aid in balancing potential impacts.
Services & capabilities include:
• Coordination and negotiations with
governments regarding specifics of EIA
requirements
• Interpretation and application of World
Bank, Equatorial Principles, and IBS
standards for completing EIAs
• Project impact assessments and environmental planning

ENVIRONMENTAL
MANAGEMENT PLANS (EMP) |
Environmental Management
Plans (EMP) are guidance and implementation documents for
facilitating best management practices and mitigation plans. Often
the framework for the EMP is established as part or requirement of
the Environmental Impact Assessment process. For emerging
governments or provincial governments the EMP provides the necessary
detail to document what the development will specifically do to
mitigation the potential impacts of a project. ATM has developed
Environmental Management Plans for resorts, golf courses, marinas,
dolphin facilities, Reverse Osmosis Plants, Wastewater Treatment
Plants and many other resort components and operations.
ATM has developed a integrative approach to EMP development which
combines our knowledge of coastal development environmental controls
with our engineering knowledge of the resort components listed
above.
Services & capabilities include:
• Complete project environmental
management plans
• EMPs for resort components including:
- Reverse Osmosis Plants
- Wastewater Treatment Plants
- Marinas
- Marina Construction
- Dredge Material Management
- Ecological Mitigation
- Golf Courses
- Health and Safety Plans
• Establishing Best Management Practices
and Environmental Standards

MITIGATION
PLANNING
AND DESIGN |
Beyond just assessing
impacts of a proposed development project the EIA process often
requires a developer to offset anticipated environmental impacts
through mitigation. Our mitigation plans are designed to provide
long-term, ecologically-balanced alternatives to avoid, minimize,
and monitor the potential impacts of a proposed development.
Services & capabilities include:
• Ecological Mitigation
• Salt Pond and Salina conservation plans
• Marine Benthic Habitat Mitigation
(Corals and Seagrass)
• Mangrove Habitat Mitigation
• Artificial Reef Creation
• Golf Course Environmental Planning
• Water Quality Management

ENVIRONMENTAL
ASSESSMENTS (EA) |
Many development teams wish
to incorporate advanced environmental planning into the master
planning process. This approach allows the development plan to
proceed along lines that maximizes sustainability and facilitated
faster government approval by avoiding impacts to the environmental
planning around fragile ecosystems rather than developing through
them.
Services & capabilities include:
• Environmental Assessment for
Master Planning
• Ecological Valuation and Alternative
Mitigation Recommendation Studies
• Identification and Delineation of Significant
Environmental Issues of a Project Site
• Rapid Assessment and Recommendations
for Project Alternatives
|
ENVIRONMENTAL
MONITORING PLANS |
Environmental Monitoring
Plans establish the protocol for monitoring the environmental
compliance of a project. Many countries and provincial governments
do not have the staff to develop or monitor the environmental
compliance of project. There environmental monitoring plan provide a
tool to assess and monitor the effects of a project that the
government can use to document the condition of the environment in
response to a project. ATM has developed monitoring plans for many
development project components that often provide the operational
assurance that the project is proceeding as proposed and approved.
Services & capabilities include:
• Complete
project Environmental Monitoring Plans
• Environmental
Monitoring Plans for
specific project component:
- Reverse Osmosis
Treatment
- Wastewater Treatment
Plants
- Water Quality
Monitoring
• Ecological Monitoring Including:
- Upland Flora and Fauna Habitat
- Marine Benthic Habitat
(corals and seagrasses)
- Mangroves
- Salt Pond and Salina Ecological Function
- Health and Safety
Monitoring
• Specialty Environmental Monitoring for
Unique Ecosystems and Government
Compliance

WATER QUALITY
MANAGEMENT |
Many projects have the
potential to affect water quality. Water quality is a major concern
when planning and engineering coastal development projects since the
water is usually the most attractive feature of a project. ATM has
specialized experts that can evaluate existing water quality, model
proposed changes to surface and ground water, and provide
sustainable development alternatives to maintain and improve water
quality for a development.
Services & capabilities include:
• Water Quality Assessments
• Water Quality Management Plans
• Surface Water Modeling
• Groundwater Modeling
• Alternative Assessment and
Recommendations
• Water Quality Sampling and Monitoring
|
|
MANGROVE,
REEF, AND SEAGRASS MGMT PLAN |
As development continues in
lower latitudes and in areas of lower nutrient water there continues
to be a demand for special considerations of sensitive marine
ecology. ATM has developed customized management plans for handling
development around and adjacent to these sensitive marine habitats.
Services & capabilities include:
• Mangrove Habitat Delineation and
Management
• Coral and Seagrass Management Plans
• Artificial Reef Creation And Management |
