Kirby Marshall, MBA, (South Carolina) presented “Marina Construction Challenges in 2023 and Associated Impacts to Grant Funding Programs,” on August 29, 2023, at the States Organization for Boating Access (SOBA) Education and Training Symposium in Tacoma, Washington.
Kirby is a Waterfront Senior Principal with ATM, a Geosyntec Company, and specializes in waterfront feasibility, planning, and development projects. Having worked in the marine and construction industries for over 25 years, he has an exceptional range of experience in waterfront feasibility, planning, and development. His duties include business development and project procurement, feasibility analyses, site assessment, design, planning, bidding, and scheduling. He conducts market studies, financial modeling, cost estimating, and regulatory permitting and manages projects and their construction. In addition, he serves as an owner’s representative. Kirby works on projects throughout North America, the Caribbean, and the Middle East. With extensive experience in the Boating Infrastructure Grant (BIG) Program, he has supported clients across the United States on numerous successful BIG applications. He contributed to the SOBA publication “An Applicant’s Guide to the Boating Infrastructure Grant Program.”
The SOBA symposium brings together state boating officials, consultants, engineering firms, manufacturers, suppliers, publishers, and others interested in boating access. It is co-hosted by the Washington State Parks and Recreation Commission, Washington Recreation and Conservation Office, and Washington Department of Fish & Wildlife.
A national nonprofit established in 1986, SOBA works to improve access to waterways by promoting the public acquisition, development, and maintenance of recreational boating facilities. Its mission is to encourage and support federal and state programs that provide safe, high-quality, and environmentally sound public recreational boating access to the waterways of the United States and its territories.
